Hours: Monday – Friday – Some evenings and weekends may be required
Travel: Up to 25%

Job Summary:
The Vice President of Government Services is responsible for strategic leadership, fiscal management and development of government business opportunities for FlightWorks, which emanate through government aviation contracts (air charter, air cargo, maintenance, and management) and oversight of the contract procurement process while managing existing contracts for performance, contract compliance, and customer satisfaction. This position is responsible for complete business unit oversight and management associated with Government Services. This includes leadership and development of departmental personnel, including the Facility Clearance Officer, Program Manager, Sr. Contracts Analyst and other assigned personnel. Duties include, but are not limited to the following:

Essential Job Functions:
  • Establish, implement and maintain yearly revenue and profit goals to be approved by the Senior Leadership team.
  • Research and identify potential government opportunities on a daily basis.
  • Develop and maintain strong relationships with key agency officials.
  • Responsible for agency inter-facing activities including oral presentations, customer visits, attending pre-solicitation conferences, and government events/expos.
  • Establish strong subcontracting partnerships with prime government contractors.
  • Maintain contractual compliance with the Department of Defense (DoD) audits and authorizations.
  • Cultivate relationships with Air Mobility Command (AMC) Special Airlift Section and Domestic Division.
  • Develop relationships and secure long-term contracts with Other Government Agencies (OGA) to provide classified operations.
  • Supervise the Facility Clearance Officer in order to secure and manage secret clearances for management and crewmembers.
  • Supervise the Facility Clearance Officer in order to secure and manage company security and/or facility clearances in order to work directly with OGA.
  • Supervise the Program Manager to ensure contract implementation and execution.
  • Exploitation of other DoD, Government Agency supplemental airlift requirements.
  • Develop a Standardized Statement of FlightWorks’ capabilities specific to government services.
  • Develop and maintain a competitive analysis of all part 135 carriers holding government contracts.
  • Track and develop a timeline of all existing contracts and renewal requirements.
  • In accordance with the Statement of Work, coordinate with FlightWorks operations to establish a plan to secure contracts.
  • Identify Part 121 operations and Part 145 repair station partners to respond to joint venturing opportunities.
  • Direct and manage responses to any and all qualified RFIs, RFQs, DRFPs, and RFPs.
  • Development and submission of effective proposals that capitalize on our strengths while remaining competitive, to optimize contract award probability.
  • Intimate with all government related proposals and opportunities, from cradle to grave.
  • Secure a General Services Administration (GSA) Schedule
  • Prepare presentations for potential contracts.
  • Responsible for the achievement of established Government Service revenue goals for the corporation.
  • Responsible for appropriate financial analysis relating to historical sales trending, departmental goals/performance, forecasting, annual budgeting and market positioning.
  • Maintain job description and duty requirements for Facility Security Officer, Program Manager, and Government Contract Administrator positions.

Qualifications:

  • Bachelor’s Degree required.
  • Parts 91, 121, or 135 aviation experience strongly preferred.
  • Top Secret or Secret security clearance required.
  • Minimum of ten (10) years experience preferred, five (5) years experience required in a senior or executive level management role.
  • Working knowledge and track record of leading and managing the contract acquisition process through previous experience.
  • Familiarity with FARS and DFARS
  • Proven track record of leading a successful Government Contract Sales Team.
  • Financial Analysis Skills and Contract Administration Skills to monitor and safe guard the contract stipulations for the customer while maximizing the profit for FlightWorks.
  • Excellent communication skills.
  • Self motivation and able to work without direct oversight or supervision.
